Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, on Tuesday approved seven major proposals, including convening a one-day special session of the state Assembly on November 26 to mark Constitution Day.

Briefing the media after the Cabinet meeting, CM Saini said all seven agendas placed before the Cabinet had received approval. The key decisions include the implementation of the Land Pooling Policy-2026, mandatory registration of travel agents, amendments to the Transferable Development Rights (TDR) Policy and changes in recruitment rules for Junior Lecture Assistants.

Special Assembly Session on November 26

The Cabinet decided to convene a one-day special session of the Haryana Legislative Assembly on November 26 to commemorate Constitution Day.

Registration Made Mandatory for Travel Agents

The Cabinet approved the Haryana Travel Agents Registration and Regulation Rules, 2026, to protect the state's youth from fraudulent travel agents, illegal overseas recruitment, human trafficking and unlawful activities such as the 'donkey route'.

Under the new rules, registration will be compulsory for all new and existing travel agents operating in Haryana. Separate registration will be required for every new office or branch.

Travel agents will also have to obtain separate registrations for different categories of services, including passport-related services, tour and travel operations, study visa consultancy and ticketing services.

Following receipt of the police verification report, the competent authority will issue the registration certificate within 30 days. The certificate will remain valid for three years.

District-wise lists of registered travel agents and their certificates will be made available on the Antyodaya SARAL Portal and the official websites of the Home and Police departments.

New Land Pooling Policy-2026 Approved

The Cabinet approved the new Land Pooling Policy-2026 to simplify and streamline the process of making land available for development projects.

Under the policy, 50 per cent of the total saleable area of a project, as per the approved layout plan, will be allocated to landowners, while the remaining 50 per cent will go to the development agency.

A portion of the landowners' entitlement will be provided in the form of commercial sites, subject to eligibility conditions. The minimum sizes of developed plots have also been specified.

These include:

  • Residential plots: 100 square metres.

  • Institutional plots: 500 square metres.

  • Industrial plots: 250 square metres.

Landowners holding Land Entitlement Certificates will be allowed to pool their certificates and jointly apply for larger developed plots.

Additionally, landowners will receive interim financial assistance of Rs 1 lakh per acre annually for four years. The payment will be proportionate to their land contribution and will begin from the date of registration of the sale deed.

Amendments to TDR Policy

The Cabinet also approved amendments to the Transferable Development Rights (TDR) Policy, notified on November 16, 2021.

Under the revised policy, the formula for determining the value of TDR certificates has been changed. Land values will now be assessed on the basis of the average collector rate applicable on the date of submission of the application. The same method will be used to determine the value of land at the location where the TDR is proposed to be utilised.

The revised formula will also apply to pending applications where permission to issue TDR utilisation certificates has not yet been granted and in-principle approval for their use has not been provided.

The scope of TDR certificates has also been expanded. They can now be utilised not only within the development plan for which they were originally issued but also in any low-potential development plan in Haryana.

Earlier, their utilisation was restricted to the same development plan under which the certificates had been issued.

Changes in Junior Lecture Assistant Recruitment Rules

The Cabinet also approved amendments to the Haryana Educational College Cadre (Group-C) Service Rules, 1986.

As per the revised provisions, candidates applying for direct recruitment or promotion to the post of Junior Lecture Assistant must have passed Class 12 with Physics, Chemistry, Mathematics or Biology as subjects.

CM Nayab Singh Saini said all seven proposals presented during the Cabinet meeting had been approved.
