Punjab Chief Minister Bhagwant Mann on Tuesday announced a major investment boost for the state as Hindustan Petroleum Corporation Limited unveiled plans to expand its operations in Punjab through refinery, biofuel and biogas projects.
During a meeting with HPCL Chairman and Managing Director Vikas Kaushal, the Chief Minister highlighted Punjab’s strong infrastructure, strategic location, investor-friendly policies and transparent governance, which have helped position the state as a preferred destination for industrial investment.
As part of its expansion strategy, HPCL-Mittal Energy Limited announced plans to further strengthen its presence in Punjab through investments in biofuel and biogas projects. The company is also expanding its operations in Bathinda with the use of advanced second-generation (2G) technology, aimed at converting agricultural residue into valuable biofuel products.
Bhagwant Mann said the expansion has immense potential to strengthen the renewable energy sector while creating employment opportunities and supporting industrial growth. He added that the projects will also contribute significantly to sustainable crop residue management, a key environmental challenge in the state.
The Chief Minister revealed that HPCL is in the process of setting up ten biogas plants across Punjab, with five already operational. He said these facilities will help manage agricultural waste more effectively, reduce environmental pollution and provide additional income opportunities for farmers.
Assuring complete support to the company, Mann reiterated that the Punjab government remains committed to attracting investments and facilitating industrial expansion. He said the state offers policy stability, faster decision-making and a business-friendly environment that encourages both domestic and global investors.
The Chief Minister described investors as important contributors to economic development, stating that large-scale investments generate employment for youth and pave the way for long-term growth and prosperity. He added that the Punjab government stands firmly with every investor willing to contribute to the state's progress.
The proposed investments in refinery expansion, biofuel production and biogas infrastructure are expected to strengthen Punjab’s economy, boost rural development and create new employment opportunities across the state.
