Central Government on Monday introduced the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha to strengthen measures against paper leaks and examination malpractice. Union Minister Jitendra Singh tabled the bill, which was introduced through a voice vote.
The proceedings were marked by continuous protests from opposition members, who raised slogans demanding that Prime Minister Narendra Modi and Home Minister Amit Shah apologise to students over the NEET paper leak controversy. Amid the uproar, the Lok Sabha was adjourned until 2:00 PM. Earlier in the day, both Houses of Parliament had also been adjourned within five minutes of convening at 11:00 AM due to disruptions.
Meanwhile, former Education Minister Dharmendra Pradhan attended Parliament for the first time after stepping down from his post. NDA MPs welcomed him by draping him with a shawl and presenting him with a traditional Mithila pag before accompanying him into the Parliament building. Pradhan had resigned on July 25 following the NEET paper leak controversy.
Earlier in the morning, opposition leaders, including Congress MPs, staged a protest at Parliament's Makar Dwar, demanding answers from the government over the NEET paper leak and the alleged police action against protesting students.
The government said the amendment bill aims to introduce stricter provisions to prevent unfair means in public examinations, with nine NDA MPs expected to participate in the debate on the proposed legislation.
