Haryana government has announced a major relief for around 15,000 clerical employees by making the additional pay increments granted to clerks a permanent part of their basic pay.
The clarification from the Finance Department resolves long-pending concerns raised by the Clerical Association Welfare Society regarding the implementation of the revised pay structure.
Under the revised decision, the additional increments awarded to clerks, senior clerks, assistants and other eligible employees will now be permanently merged into their existing basic pay. As a result, all future financial and service-related benefits will be calculated on the enhanced basic salary.
Senior clerks will have their three additional increments permanently added to their basic pay, while clerks from the 2020 batch will receive the benefit of two additional increments. Based on the revised pay, employees will be entitled to higher Dearness Allowance (DA), House Rent Allowance (HRA), annual increments, leave encashment, pay fixation on promotion, Assured Career Progression (ACP), pension and retirement benefits.
The Finance Department clarified that employees' annual increment dates will remain unchanged despite the addition of the extra increments, with future increments continuing to be granted on the scheduled dates.
The revised benefits will take effect retrospectively from February 8, 2024, and all eligible employees will receive the revised financial benefits from that date.
The government also stated that clerks who have already been promoted to the post of assistant after receiving the additional increments will continue to receive the full benefit. Their pay will be re-fixed in accordance with the Haryana Civil Services (Pay) Rules, 2016.
In cases where a junior employee's revised salary exceeds that of a senior due to the additional increments, the Finance Department will examine each case individually based on the employee's service records.
The clarification further states that clerks who have not cleared the departmental typing test or the State Eligibility Test in Computer Appreciation and Applications (SETC) will also remain eligible for two or three additional increments. Similarly, Class IV employees promoted as clerks without passing the SETC will also receive the benefit under the revised orders.
