HPWPC Meeting Takes Key Decisions, Savings of Nearly ₹150Cr Achieved

Meeting chaired by CM Saini gives fresh momentum to infrastructure development in Haryana

A significant meeting of the High Powered Works Purchase Committee (HPWPC) was held on Saturday at Haryana Niwas under the chairmanship of Haryana CM Saini. During the meeting, detailed deliberations were held on proposals related to major infrastructure and development projects of various state departments, and several important decisions regarding procurement of works and services were taken.

A total of 58 tenders with an estimated cost of around ₹4,216 crore were considered. Of these, it was decided to re-tender two projects. For the remaining 56 tenders, with an estimated cost of about ₹4,166 crore, detailed negotiations were conducted with the bidders. After negotiations, the final agreed value of these works was fixed at approximately ₹4,016 crore. Through this transparent and effective negotiation process, the state government ensured savings of nearly ₹150 crore, reflecting strong financial management and efficient use of public resources.

Energy Minister Shri Anil Vij, Education Minister Shri Mahipal Dhanda, Revenue and Disaster Management Minister Shri Vipul Goel, Public Works Minister Shri Ranbir Gangwa, and Irrigation and Water Resources Minister Smt. Shruti Choudhry were present during the meeting.

To strengthen the power distribution sector, several proposals under the Revamped Reforms-based and Results-linked Distribution Sector Scheme (RDSS) were approved. These include works related to distribution infrastructure development, reduction of line losses, establishment of new 33 kV substations, and expansion and strengthening of existing substations in areas under Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam.

Under Dakshin Haryana Bijli Vitran Nigam, projects were approved in Dabwali, Narwana, Sohna, Sirsa, Gurugram-II, Fatehabad, Hisar, Narnaul, and Rewari. Similarly, under Uttar Haryana Bijli Vitran Nigam, works were approved in the Panchkula, Pinjore, Barwala, Raipur Rani, Panipat, Karnal, Samalkha, and Rohtak zones.

The proposal for implementation of SCADA and DMS/OMS systems in Gurugram was also approved. However, it was decided to re-tender the project related to strengthening and modernization of 11 kV urban and industrial feeders connected to 66 kV substations in Faridabad and Gurugram under the RDSS scheme.

Several other key urban development and infrastructure projects were also approved. These include four-laning and improvement of master roads in Sonipat, construction of a new high-level bridge over the Ghaggar river in Panchkula, beautification and rejuvenation of water channels, construction of modern working women’s hostels in Faridabad and Gurugram, and completion of the remaining works of the convention centre at the Board of School Education complex in Bhiwani.

The CM directed officials to ensure timely completion of all approved projects with complete transparency and high quality, emphasizing the use of durable, sustainable, and low-maintenance construction materials.
