Prime Minister Narendra Modi on Saturday said that a rapidly changing world can no longer be governed by outdated institutions, as BRICS leaders adopted the New Delhi Declaration at the conclusion of the BRICS Summit 2026.
Addressing the gathering after the adoption of the joint declaration, Modi described the summit discussions as “meaningful and constructive,” saying they reflected both the diversity of views among member nations and their shared commitment to strengthening BRICS cooperation.
“The discussions clearly showed that the changing world cannot be governed by old institutions. Reforms are needed in representation, responsiveness and rule-making,” Modi said, stressing the need to make global governance structures more inclusive and effective.
Prime Minister also highlighted the importance of ensuring equal participation of the Global South in the development of emerging technologies and the formulation of rules governing them. He said stronger partnerships and collective action were essential to bridge the gap between global decisions and their real-world impact.
Modi noted that the New Delhi Declaration provides a clear roadmap for BRICS nations and urged member countries to convert their commitments into tangible outcomes.
The declaration also underscored the bloc’s united stance against terrorism. BRICS nations strongly condemned terrorism in all its forms and manifestations, stating that no political, ideological or other motive can justify terrorist acts.
In a significant move, the declaration condemned the April 22, 2025 terrorist attack in Jammu and Kashmir that killed 26 people and injured several others.
The member nations reaffirmed their commitment to combating cross-border terrorism, terror financing and the provision of safe havens to terrorists. They stressed that terrorism should not be linked to any religion, nationality, civilization or ethnic group.
Calling for a policy of “zero tolerance” towards terrorism, BRICS leaders urged coordinated action against all UN-designated terrorists and terrorist organizations. The bloc also called for the early finalization and adoption of the Comprehensive Convention on International Terrorism under the United Nations framework.
The New Delhi Declaration is being seen as a significant step in shaping BRICS’ future agenda, with a focus on reforming global institutions, enhancing multilateral cooperation and addressing shared security challenges.
