The Greater Mohali Area Development Authority (GMADA) has cracked down on real estate promoters that failed to deposit pending government charges by declaring 20 projects and companies as defaulters.
The action comes after developers allegedly failed to pay mandatory dues related to External Development Charges (EDC), licence fees, Social Infrastructure Fund contributions and other statutory charges, amounting to more than ₹1,014.03 crore.
According to a letter issued by GMADA’s licensing branch, the list of defaulters has been prepared on the basis of records available up to May 31, 2026. The authority has made it clear that developers who have not cleared their outstanding liabilities will not be granted any further approvals, permissions or financial clearances until the dues are fully paid.
The decision has also triggered concerns among thousands of homebuyers who have invested in these projects. Industry observers believe that if the defaulting companies fail to deposit the pending amount within the stipulated time, the development of several projects and future regulatory approvals could be adversely affected, potentially leading to delays in construction and possession.
Among the developers with substantial outstanding dues are Chandigarh Royal City Promoters Pvt. Ltd. with ₹47.89 crore, Shivalik Site Planners Pvt. Ltd. with ₹20.55 crore, Bajwa Developers Pvt. Ltd. with ₹23.40 crore, Majestic Properties Pvt. Ltd. with ₹7.13 crore, Bajwa Developers Pvt. Ltd. (another project) with ₹127.19 crore, Bajwa Damini Developers with ₹10.65 crore, Shivalik Site Planners’ Casa Espana project with ₹15.60 crore, Geetu Constructions Pvt. Ltd. with ₹14.79 crore, Rising Star Infrastructure Pvt. Ltd. with ₹0.99 crore, RKM Housing Pvt. Ltd. (Sector 111/112) with ₹31.07 crore, Indian Cooperative Housing Building Society’s Suntec City project with ₹11.47 crore, Northedge Developers LLP with ₹1.11 crore, and Gilco Developers & Builders Pvt. Ltd. with ₹0.57 crore in pending payments.
GMADA’s records further show that seven mega projects alone account for more than ₹701 crore of the total outstanding amount. The biggest defaulters in this category include Bajwa Developers Ltd. (Mega Project-1) with dues of ₹209.30 crore, Bajwa Developers Ltd. (Mega Project-2) with ₹168.61 crore, and Sukham Infrastructure Pvt. Ltd. in Sector 66A with outstanding liabilities of ₹69.06 crore.
The authority’s latest action is being seen as a significant step towards enforcing financial discipline in the real estate sector.
