Punjab-cadre IAS officer Kanwal Preet Brar appeared before the Enforcement Directorate (ED) in Jalandhar in connection with a money laundering investigation linked to the Sunteck City project in Mohali. She was summoned by the agency for questioning.

According to the ED investigation, alleged irregularities took place in the approval of the change of land use (CLU) for land associated with the project. The agency is investigating the case on the basis of a police FIR registered over alleged forgery and criminal conspiracy.

The case originated from a complaint filed in 2020 by Karamjit Singh, a landowner from Palheri village in Mohali. He alleged that the promoters of Sunteck City had prepared forged consent documents involving his 53-kanal land along with around 30.5 acres belonging to 14 other farmers. The documents allegedly carried forged signatures and thumb impressions of the landowners.

An investigation report submitted by then Mohali SP (Investigation) Harmandeep Hans reportedly found allegations of forgery and criminal conspiracy. Following the investigation, an FIR was registered at the Mullanpur police station in November 2022. The case subsequently became the basis for the ED's money laundering probe.

The ED later registered a money laundering case based on the police FIR and conducted searches at 12 locations in Mohali and Chandigarh. The agency questioned officials and directors associated with Sunteck City promoter Ajay Sehgal, ABS Township and Eltus Space Builders.

During the searches, the ED also raided the residence of businessman Nitin Goyal. Reports stated that around ₹21 lakh in cash was allegedly thrown from the ninth floor during the operation. Following questioning, the ED arrested Ajay Sehgal, who has been identified as the main promoter of Sunteck City.

Sehgal was subsequently produced before a special PMLA court in Mohali, which sent him to ED custody until May 27, 2026.

Probe Expands to Government Approvals

The investigation has also expanded to alleged irregularities in the functioning of the Greater Mohali Area Development Authority (GMADA) and the Housing Department.
