Haryana government has introduced a new digital system for identifying Prime Khasras in a move aimed at bringing uniformity and transparency to land classification across the state.
The Revenue and Disaster Management Department has approved a dedicated Prime Khasra Module on the Revenue Haryana portal, along with a Standard Operating Procedure (SOP) and a user manual for its implementation.
In revenue and land records, a Prime Khasra refers to a land parcel that has a high financial and market value because it is located near main roads, markets, or developed urban and commercial areas.
Collector Rates and Stamp Duty to Be Determined Separately
Since Prime Khasra land generally commands higher market value, stamp duty and collector rates may be fixed at separate or higher rates compared to ordinary land parcels.
According to Dr. Sumita Mishra, Financial Commissioner of the Revenue and Disaster Management Department, the new module will enable authorized revenue officers to verify records, upload necessary documents, and select and determine Prime Khasras through a standardized digital process.
The system is expected to provide officials with a clear mechanism for verification, document preparation, and final determination of Prime Khasras, eliminating the need for different procedures in different districts.
SOP Approved for Uniform Implementation
To ensure uniform use of the module in all districts, the department has formally approved the Standard Operating Procedure (SOP). The SOP contains detailed guidelines on the entire workflow and the responsibilities of revenue officials involved in the process.
Officials believe the new digital arrangement will improve consistency, accountability, and efficiency in Haryana’s land revenue administration while reducing ambiguity in the identification of high-value land parcels.
